perpendicular

I am raising my loft joists (100mm) by putting new joists (170mm) across the old ones (perpendicular?), I plan to add more insulation and board an area so I can store stuff up there. My question is: how should I fix the new joists in place? Do I screw them down from top to bottom, long screws...
