4x5 meter decking, under it is a solid concrete patio. 25mm deck boards, for the joists is 400mm centers too much? Would 500mm be sufficient? And is 1000mm spacing noggins okay?
You don’t give joist dimension but should be 40cm spacing , probably don’t need so many noggins, what’s it sitting on? Consider plastic bearers to prevent rot .
