Admin can't admin

It's me again. :(

There's only the Admin user on the pc.
It says I don't have Admin permissions.
In Windows Security, I'm getting warnings that things are turned off but I can't turn them on again.

Tried the cmd line approach - net user.. Admin - all looks ok.

Win SEcurity "Quick Scan" doesn't run!

Tried a System Restore - no good.

Tried a Malwarebytes download. It replaced MS Defender while it's installed. A scan didn't find anything of note. Quarantined anyway. Uninstalled it, and back to previous.

I depends where I look - I see screens saying I'm protected but others saying things are turned off - but still no access to MS.

Looks like malware, then?
I'm unclear about repairing/reloading W10. Can I try that without it booting apps off?
 
Well I've found that I can't access the Microsoft Security settings. I have turned the odd one off in the past to run/install something, then turned on again. Now it's telling me I can't do that because I need Admin permissions. That's the error message!
Sometimes I need to turn things off. But that's a different topic.

Whether it tells me protection things are On or Off , depends exactly where I look, which could be partly-successful virus fakery.
Summat's broke.

For now Malwarebytes is apparently providing some of the same protection - I think.

I also can't install the latest update:

Which gives a list of suggestions, and points to a reinstallation of W10.
 
I think If you start the computer in safe mode to you can access admin rights on that

(Might be wrong though been a while since I've had to fiddle with it)
 
I'm also looking for advice/experiences of reinstalling W10 - there's a couple of partial ways to do it and I have some odd things building up
 
The following could be of use, regarding Admin accounts.

A backup of your data and a reinstallation of W10 would be the easiest way.

However if you don't want to do that can you run cmd/windows terminal as an administrator with the right-click option and select run as administrator.

If you can launch a cmd window with which has system32 in the prompt can you type a few commands and post the output here? this is assuming your still having issues.

1st command: whoami

2nd command: %username%
