Advice on lowering a ceiling

I'm planning to lower my kitchen ceiling as one end is at a different level to the other by about an inch and to allow me to install spotlights. The room is 18 feet by 10 feet and I was planning to build the frame from 3x2" softwood spaced in a 400mm grid approx 7" below the existing ceiling height.
I have two concerns: the weight of the frame and how to prevent sagging. Do I need to attach the frame to the existing ceiling or will the wall battens be enough?
 
Providing the wall battens are secure it will be fine, no need to anchor to the ceiling above.
 
A 3" x 2" ceiling over a 3m span will definitely need some mid span bracing. We fit a mid-span binder on top of the new ceiling joists which is then attached to the existing ceiling. It will help prevent the diaphragm effect.

If you're priority is to install led spotlights then pull down the existing ceiling.
One inch from one end to the other is nothing to fret about.

Few builders would start shimmimg out the rafters to remove an inch if their task was to install new led down lighters.

Thanks for your advice. What would you use for the mid-span binder and at what spacing?
