anchor bolts with a keyring would you believe?

I was rather puzzled when I received my wall mounted bike lock with 4 anchor bolts that have key rings around the sleeve part. what am I supposed to do with them leave then on or take them off? how will the sleeve open inside the wall if there is a keyring around it?

many hardware stores eg screwfix, wickes etc sell them but I cant get an answer from their sales teams. have also googled it and there is no mention of them in the diy videos

You've got to leave those keyrings in place, it holds the expanding "finger grips" in place, so that it does not fall apart, so it holds those expanding fingers in place, it looks like a key ring but is essentially a coiled spring that will expand when the anchor bolt is tightened in the predrilled hole .
