Arrrrr, chipped enamel on radiator

Its hard to make it look like new unless you have it all redone. But you can get enamel repair kit from diy shops to fill in the chip. I havent used them so not sure how effective they are

In car accessory shops you can get those touch ups which are a brush in a small can of paint. They dont look bad if you get a reasonable match.
 
if you take your time and are careful to build up the paint gradually then you will be hard pushed to notice the repair.
 
Many radiators are factory-painted using a 'powder-coating' process. If you look at some manufacturers' get-outs and exceptions, they say that radiators should be painted again after installation to avoid rust spots, etc..
