Artex or textured paint/plaster

Hi
Can anyone suggest if this is artex or textured paint/plaster

House is 1940's but no idea when ceilings were done

Any suggestions welcome

Looks like artex with textured paint over.
To confirm the artex will be dusty and soft. Easy to scratch with nail. Will also go soft and wash off with damp sponge.
Textured paint tends to be water resistant and not powdery.
Get tested for asbestos.
