Basketball hoop is coming off the wall

I fitted a basketball hoop to our outside wall by means of 4 screws - 1 in each corner of a square panel. The top 2 screws have come right out of the wall, along with the rawl plugs, and the whole thing is hanging by the bottom 2 screws. I can easily put the screws back in the holes but is there someway that I can make the holes tighter so that the screws do not comes out again?

Re-drill and re-fix with bigger plugs and screws

Try concrete screws like these, no plugs to slip, they bite directly into the brick.

you could try using bolt studs and resin them into the wall , then fix the board onto the bolts and use nuts and penny washers
fixed a few gate posts (gate hinged) to walls using resin and bolt studs, gate was used daily for 10years before we moved and still going strong.
