Best way of attaching replacement number plate

I have a plate with a ripple, an advisory says it is delaminating.

It used to be screwed on, but the bodyshop took it off when working on chips and scratches, and there is now nothing in the screw holes so it must be stuck on. I expect I can free it with a metal blade

I've bought a replacement.

I have fitted plates before using the plastic screws, or stainless ones with the plastic caps.
 
Motor factors can fix you up with the correct double sided adhesive strips......much better than drilling the plate or bodywork!
Usually around 3" long, three would suffice.
I use fishing line to split the original if it's proving stubborn and I don't want to smash the plate.
