The gig economy is a bonus for employers keeping the wage bill low and allowing them to avoid additional tax payments. You can have a pop at lefty liberal bleeding hearts trying to 'scam the benefits system' but those Tories at the top trying to weasel out of paying tax are much worse.
They can afford to pay, after all.

No, I don't know what the government would decide. But they have substantially reduced the numbers by legal route which is a tool available if you know who has applied. You could accept more boat people and reduce other routes to keep the numbers the same.
