Boiler Clock not Running

Glowworm 30ci Combi. The mechanical heating timer clock became intermittent so I bought a replacement on-line. When fitted the replacement one, it did not work at all. I put the original back in and that now doesn't run either.
Looking at the back of the clocks it shows the need for 1.2 - 1.6 v DC supply to pins 1 & 2 to power the clock. Measuring at the clock and the supplying circuit board, neither show any voltage. The fact that it was originally an intermittent fault would lead to the belief that it was a high resistance joint but as there is now no voltage out of the circuit board I'm at a loss.
Is it likely to be the circuit board itself? Has anyone seen this before?

Got a quote for the controller board (£40) so I'll try first but look at what I would need to do what you suggest.
Could you expand on what would be needed?
