There is also a need to consider changes made to the revenue distributed centrally by the gov. Let alone what's spent per head in various parts of the country in several ways.

exactly but if your going to spend thousands on something that could only costs tens of pounds then the money that would have been available for other stuff is no longer there glad we cleared basic value for money spending out
 
And what does that say for the many businesses that fail every year in the UK?

Businesses that have full control over their revenue, and service / product provision.
yep loads of businesses fail every year but in the main people running them are trying their best to kept business afloat and have accountability . The accountability of money wasted by councils in the mains is just swept under the carpet .
I can give loads of examples of wasted money within the council . One being I have a mate who got disciplined by the council for asking why over 60k had been paid to contractor twice when manager above tried to close him down he raised his voice by saying he wants to know why money has been paid twice ....What happened mate was reported for raising his voice 60k was swept under carpet . What about internally painting an empty 3 bed house 21k . yep 21k . Feking frightening when you see first hand what goes on

What you want me to spend 2k instead of less than 80 quid . Yep .
What about take that boiler out the kitchen fit it in airing cupboard with new flue . pipe work etc etc at around 800 quid for mats and day and a half labour .

oh we want to put a 300mm wall unit in its place .
managers thinking boilers fitted within the last couple of years cant be in a bedroom so want them relocated to kitchens etc etc cost of hundreds and we are not just talking a couple .
Boilers just over a year old not meeting basic gas safe rules instead of going back to builders lets take the hundreds per house be don by direct labour

There is a reason for that and I suspect you are aware of it. I suppose they could fit real CO detectors and add interlocks but just what would they do to interlock?
