Bubbling Paint - Potentially Matt over Silk?

Hi. I've read a load of stuff on this and think I know what I've done wrong, and think I might know what to do to make it right. But would like a confirmation.

Recently painted a bedroom with Leyland Contract Matt white paint. Very soon after a number of bubbles started to appear, and they're multiplying. Picture below.

The previous finish in the bedroom was fairly glossy. The walls in the hallway are painted with a latex that is peeling off in stretchy/rubbery sheets, and I have a feeling the bedroom may have been the same.

Gave it a light sand and washed it down with sugar soap before painting, but didn't prime (this may be my downfall?). I'm pretty sure it's the old paint below that is bubbling, not the Matt on top.


So, questions:

1) What do I need to do in the bedroom to correct this? I'm hoping not a case of having to peel off all of the old paint from underneath through the couple of coats of matt I have put on top... But the bubbles are pretty much everywhere.

2) What do I need to do in the hallway before painting over the previous stretchy/peely paint? Would I be best off peeling the whole lot off first?

Could be that the wall was never mist-coated in the first place.

You could try getting the walls flat again by filling and scraping, and using a sealer all over the wall.

Whatever you do, try a smallish area on a wall somewhere first, before doing the whole room, in case it doesn't work.

Based on the other wall which had a built-in wardrobe on it before (since removed) there is almost definitely paint behind the layer which I believe to be peeling. Also, the building is from the early 70s - so I guess there've been a few coats since then.

When you say a "sealer" could you provide an example product?
