Building a mini retaining wall easily and cheaply

The back part of my garden is a gravelled area surrounded on two sides by a hedge which is raised up on a low bank. I think this came about when the previous owner levelled the area to use as a driveway.

I'm planning to build a shed on the gravelled part, and I'd like to tidy up the whole area before I start. And to that end I want to put in some sort of short retaining wall to separate the bank/hedge from the level area. The retaining wall needs to be no more than about a foot high.

I started to build a low fence from two layers of decking board screwed to treated wooden posts. I'm not happy with it though - the backs of the boards are going to be in contact with the soil, and I doubt they'll last more than a year or two.

What I thought might be perfect for the job is concrete gravel boards or concrete fence panels. The only problem is finding those slotted concrete posts in short lengths. Nobody makes the posts in 24" lengths. Cutting down normal-sized posts is going to result in exposed rebar going rusty, and they'll eventually crack and fall to bits.

Is there anything similar (and not too expensive) that I can use?
