Bump in my kitchen floor

A bump appeared in my Kitchen floor recently.
After removing the lino there are two tiles that are being pushed up together to form a tent like bump.
I called the Council as it is an ex council flat and they arranged a surveyor to come in
The surveyor found the old gas connection on the other side of the kitchen and said it is an old gas pipe that runs under the floor to where an old Gas cooker was but it was disconnected when an electrical oven/hob installed on the other side of the kitchen.
Does this sound correct and what would be the best way to fix this problem.

If pipe is under floor how could it lift tiles?
