Can I put gravel/stones onto membrane?

I’m renovating the entire garden and after digging everything to soil I am starting with a patio size 300cm by 180cm.

I have about two bag fulls of gravel/stones that surfaced when digging the soil and I wondered if they could act as part of the sub base? I’ve laid down a membrane over the top of the soil prepared and planning to add a layer of sub base followed by a layer of sharp sand before adding confrere paving slabs on top.

The stones on are all within the size of a golf ball, I need to get rid of the gravel/stones so I’m wondering if I could just spread these out evenly on top of the membrane as an initial layer and then add the sub base on top and compact down everything down before adding the sharp sand?
 
I take it that membrane is a permeable membrane, otherwise you've built a paddling pool.

I believe so, it says it’s a weed control membrane, weed control fabric for pathways.

This was on the description “ Gaps between woven filaments provide good air and water permeability, allowing air and water to pass through, has excellent permeability. The landscape fabric will maintain soil nourish and keep weeds away without blocking air or water. “
