Can you just tee off an existing 15mm hot and cold feed for another sink?

Hi all,

We will be having a new heating system installed, plumbers are currently very busy elsewhere, and I really want to get a kitchen floor back down (unrelated work) so other work can get completed in that room.
New system includes 300 litre Worcester Greenstore unvented indirect hot water cylinder.

To get hot and cold water to the upstairs kitchen sink, can it simply be tee'd off the 15mm supply to the downstairs kitchen sink?

Notes:
-the downstairs supply runs under the floor of the upstairs kitchen and runs about 3 metres from the upstairs sink
-the current hot and cold supply for the upstairs sink runs up into the loft, a long way across the loft and back down again
-The new boiler will be closer to both kitchens than the original boiler
