Can't drill hole deep enough for wall plug

Hi, I'm fitting a blind and I've managed to drill most of the 6x35mm holes for the supplied wall plugs and screws.

However, there are a couple of holes that just won't drill beyond 20mm. I think i have 2 options:

1. Use smaller wall plugs and screws (4x20mm) and pack the 6mm holes with polyfilla
2. Take the supplied 6x35mm wall plug and screws and cut them short to become 6x20mm

Option 1 uses the correct length but compromises the width.
Option 2 uses the correct width but compromises the length.

Which is best, or is there a third option?

NB - I can't drill any deeper, I've tried.

What age is the house?, I'm wondering if it's a steel lintel or a concrete lintel over the window.
 
Whats the weight of the blind are you pulling on it regularly (so to speak). If you're plugging 20mm into plaster only i am not sure how long it will stay up before cracks appear and it all comes down plaster n all.

As mentioned here you're hitting a concrete or steel lintel.

Now you have a few choices.

If it's a box section steel you can drill and use self tapping or metal screws.
If it's concrete you really need a decent masonry bit driven by a good quality SDS Hammer drill.

If this isn't clear then maybe ask someone to help you here. (not meaning to sound rude)
 
Thanks for the replies, the drill has been fine with the other holes it's just a couple that can't drill deeper.

The window frame is relatively new but I can't see anything that would prevent the holes being drilled to the correct length.

The epoxy resin solution seems to be the best option available at the moment.

As said....The lintel is much harder...My finger will poke holes in cake...but not in wood!..Similair idea!

If that’s two fixing each end and two in centre then provided you get at least one good fixing at each position you don’t need to worry about using all 6.

You do if the fixings are all in the same plane. i.e. all front holes or all rear holes will create a pivot point.
Over time the minute pivoting action will, a/ weaken the support bracket. b/ wiggle the screw in the hole, thereby loosening it.

No pivot possible the tight fit of the blind head prevents it, all my blinds fitted thus and no movement .
