Chimney flashing

Hi,
For the past few months I've noticed a leak in the roof causing water to drip down the outside of the chimney on one side of the loft. I had someone come to fix it and he replaced the lead flashing at the back of the chimney. It didn't work however and the water continued to leak through as before. He came again today and said that he attached the felt under the tiles to the chimney and put sand cement over the flashing at the top. Looking at chimneys of nearby houses I don't see any that have sand cement covering the lead flashing. Is this OK?

No not OK, advise to get a proper roofer in.
Unless its the pic it looks like he has thrown a bucket of cement between the lead and tiles.

Yes, if it is what I think it is it will most certainly cause you problems.

Rainwater unable to run freely down the side of your chimney as the picture you posted looks like he has smeared mortar between the lead and chimney and over the tiles.
Might just be the pic and a trick of the light..

its a mess and will fail. get it done properly. Looking at the position of heap of mortar i am guessing the new flashing repair (back gutter) has been poorly executed

There are many problems that can be solved by a bucket of compo. But this is certainly not one of them.

Get a proper roofer to look at it. Ignore this person.
