I find the met's position rather odd.

If the report is accurate they seem to be saying they have no power to prevent rowdy behaviour in public
I find that odd because the police have been issuing fixed penalties for Rowdy behaviour for a long time.

 
Police man handled a bloke for shouting terrorists off our streets and threatened with arrest.

As I said, if I can save the lives of some women and children I'll happily climb as many memorials as necessary.

Would you do so if the memorial was in a Churchyard?
These memorials were blessed when erected in memory of the fallen making them, technically, Holy ground.
I'm guessing your not Catholic.

If I could save the lives of women and children by doing so, I'd happily spray paint them a flourescent pink.

But your question is hypothetical, the war memorial in question was not in a churchyard, nor a cemetry.
