Clogged Rain Water drain in the drive way.

Hi, I have this situation in the drive way and the water stays on for hours after the medium tio heavy rain. I got no support from council as they put it on the builders and the builders can't be traced. The exact location is such that it impacts only my access to my car parked in my dedicated slot.

I sat down, opened the lid and took out a lot of mud from in there. I notice there are 2 different sized drains connecting to this location - a bigger pipe at around 6-7 inches depth and a comparatively smaller pipe at the around an arms depth. There are other similar drains in the in the parking lot and I am not sure where in the ecosystem this drain is. Since I ceaned it, It has not raised as heavily for me to be certain my action had any impact. However, along with the mud, I also found this rubber pllate that came out.

What is this and should I place it back ? Also, in general, do I need to call the professional drain unblockers anyhow ?

OK, this sounds like a standard yard gully.

You need to clean out the silt in the bottom of the gully pot. You can either do this yourself or get someone in to "suck" it out.

The rubber seal, accesses the main drain run (for rodding) purposes. At the bottom of the gllu another pipe leads up into the main drain run and acts as a trap. Bit difficu;t to expalin in words, so here is a diagram.
