Combi boiler noise.

Hi, I wonder if anyone can shed any insight into a situation I have. We have had new neighbours move next door, in which we live in a town house style home, so 3 floors. They had a plumber come round the other day in which I presume has been to resolve a low water pressure issue as I know the old neighbours mentioned it was low and that they have a combi boiler.

I am unsure what the plumber has done but ever since the boiler makes a very loud vibrating noise into the conjoining wall which makes the whole house echo with a humm. I am guessing he has put some sort of pump on the system, which if it is just for hot water to the taps won’t be too bad as this is only for 10-30 mins in total a day, however I am concerned that when winter comes on the central heating is on will this pump be on all the time? Just wanting to know peoples thoughts before addressing this with the neighbours as don’t want that humming noise to be hours on end in winter.
 
That will be my next course of action but just wondered if anyone one here knew if a plumber would usually put this on both the central heating and domestic hot water pipes?
