Hello please look at my attached pictures.

My ceilings keep getting damp.

My insulation has already been pulled back to make sure this isn't blocking the eves.

The plastic on top of the plasterboards is collecting water underneath. Is it safe to cut this plastic and remove it or will I then gain more issues?

Any advise would be great.

We had a job a few years ago where there were damp patches on the ceiling. There was polythene above the plasterboard as per yours. The home owners loved the heating up really hot. The damp patches corresponded to areas where the insulation had been peeled back or removed, the cure was to put it back in place.

The first thing I did when I moved in was to pull it back as this was that my survayor said to do. Will this dry out if I put it back? I've not had the heating on upstairs as I am living downstairs until I've sorted the issue and it's too cold to open a window upstairs for an extend period of time.

What ventilation do you have at the eaves? you dont appear to have soffit vents so unless you have over facia vents its pointless pulling the insulation back.

all the above are valid comments. you need to stop the warm air entering the loft
space. put the insulation back covering the plasterboard but not touching the roofing felt.
maybe even top up the insulation
insulate loft hatch
make sure any tanks have lids
open the felt laps
bathroom extractors are working? venting to the outside?

Interesting I've just had to replace both extractor fans as both were not working. Downstairs goes to outside wall, upstairs appears to go directly into the eve/soffit as there is not outside wall vent. This one was previously taped up by the previous owner, prehaps even for this reason...

I would remove the plastic, if it was a good idea then you would be able to buy it with plastic on which you can't.

foil backed?..........
extractors need to vent to outside.
No it was just timber surrounding going straight to soffits, is this actually okay or should I blank it, remove it and get a ceiling one fitted to a outside wall?

Are these not the soffit vents?

I was considering fitting these which are 70mm , would it help?

It is, couldn't see them on my phone.
Open the laps in the felt and as mentioned extractions from vents to outside.

You need high level ventelation as well as soffit vents, leave the disc vents till you open the laps see if it improves.
