The conservatory and the side ground floor room were part if planing granted and complted in 2006, I want to convert the roof of the conservatory to a warm flat room with roof lentern. The front will change but will remain glass windows and doors, possibly trifold or sliding. Will add insulation to the side wall, there are two radiators (part of the original build) with TVR's in the conservatory, they will be moved only. No change to the foot hold.

This plan hopefully removes future water leaks and will be able to use a lot longer in winter. Please see attached.

I understand I will not need planning but will require building control.
Is this correct?
Thanks

Yes, you will need building control if you change the roof. I had mine done April 2023 and BC came to do an inspection albeit a very cursory one.
