Damp at top of chimney breast

Anyone have a clue on how to deal with this? We took the wallpaper off of the ceiling to reveal this damp on chimney breast and ceiling in master bedroom below attic in a Victorian house. Was looking to repaint it.

OP,
you say below an attic - do you mean an original attic room or some kind of loft arrangement?
Has the fireplace flue opening been blocked off or is the flue open - no blocking?
Can you post pics of the c/b in the room above, and outside pics showing the chimney stack from front and rear elevations?
