Damp proofing - do chock holes in brickwork need filling

Hi our 50's house has rising damp. We had barrier cream injected a year or so ago but due to the floor level it was done one brick up as the floor just covered the mortar line. Due to this we were advised to also paint the wall with a damp seal to be on the safe side.

I have two questions I'm not sure on:

1. How far up should we paint the damp seal, I was thinking two bricks past the barrier cream. Though in our other room the barrier cream was done at floor level and the only damp seal paint was applied to the floor not the walls.

2. There were wooden chocks in the bottom brick layer to fix the skirting to but these had rotted and been removed. Do they need to be filled with mortar before the damp seal paint is applied or can they be left?
