Damp wall

Hi everyone, I have just had my walls plastered and I can see that there is damp coming from the bottom of the wall. This looks to be linked to poor drainage outside. If I build a ditch will this be sufficient or should I also look to get the shared down pipe and drain looked at?

Looks like the plinth may be breaching you damp course.
