Decking Oil - solvent or water based?

For softwood decking, reclaimed. Flat side up and will be sanded before application.
Top priority is ease of re-treatment as it's in a very exposed location.

I've read that solvent based oil is better, as it penetrates further, and if I read correctly, is simpler to re-treat in the future. But product names are confusing.

Just taking ronseal as an example...
They have Ultimate Protection Decking Oil, which is water based, and more expensive than their solvent based Nourishing Decking Oil
But they both recommend using their "restorer" first, which is water based. Mixing is bad, so I thought.

Also no mention of preservative. I've read elsewhere to use a preserver / fungicide type product first. It's v confusing so any advice welcome.

Ideally want clear / natural as possible :)
