DIY uPVC Window Fitting, and Building Control

Can this be done? I have been let down by the person who was going to take out a bigger window, replace with a smaller one, and make good. I have the window, but installers won't touch it cos it's not their product. Thanks.

If its under building control you dont need a pro to install it? Well I didnt with mine.
