Do you need to cement down garden slabs

Do you think I can get away with not cementing the slabs down. I just want to do a sub base and a layer of sand to seat the slabs in...

I have slabs vertically placed along the length on both side as a "retaining wall". Dug down about half away in the ground. The slabs will seat in between them so I'm not too worry about it moving left or right...
 
Most local authority footways are slabs laid on sand afaik. The alternative seems to be spots of soft mortar.
 
The only reason slabs are laid on mortar is that you can hammer it down to get them level - if you don't want them level, or have a perfectly level sub-base then carry on.
 
we had voles making so many tunnels under some of ours that a few cracked when walked on, so not just ants to consider.
