Driving related crimes, time for a review?

What am I missing here?

Muppet buys nitrous oxide canisters and starts to inhale from them whilst driving.

Knocks someone over, killing them.

SENTENCED TO JUST OVER THREE YEARS IN PRISON.

Can anyone on here explain to me how this can be right? I've heard talk before that judges are limited in their sentencing when the crime involves a vehicle. If that's the case, when the feck are these laws going to be reviewed?

Justice? What justice?

 
So looking at that if I want to commit murder I swig a few beers and run my victim, over. Then do three years, well 1 in jail 1 in open prison and then get out on parole. ;)
 
What would the sentencing guidelines be for a workman operating a crane doing something similar I wonder? Or an electrician/gas fitter screwing up because they were getting high?

The odd bit about cars is that they're one of the few things we use every day that can easily kill other people with a moments carelessness or stupidity.

Edit: Involuntary manslaughter I think, Cat B or C so 3-18 years
