Electrics under/over water pipe?

Hi, I need to run a power cable from a double socket to spur off a new double socket but there is a water pipe ‘in the way’. Seems a silly question but I can’t think of any other option as the water pipe runs the full horizontal of the wall and the power comes from bottom left corner of the same wall. But…

Is it okay to pin / trunk the power cable over (or behind?) the water pipe?

only other option is to move the new double socket to under the counter, under the water pipe avoiding the cross and position it between the small pipe heater and stop cock in lower right hand corner. Above the counter is preferable and much more convenient though.

Cold water not real problem, hot water cable may need de-rating, likely needs to be thermal setting not thermal plastic. (90° not 70° limit)

Looking at picture not sure if you are following safe routes?

Orange & red lines show the route of the electric cables. Orange being the main spur and red being for the small heater.

The water pipe is cold though for sure. It’s where water enters the property. You reckon it’s over to pin it before & after the cold water pipe though and have it run over?
