fan in bathroom : electrical or not?

do yiou know in a bath without window if an electric fan is necessary by the law, or if a non electrical fan is enough?

In the UK it stipulates how much air per minute must be changed it does not say it needs to be electric. So I would think if one wanted to use a model aeroplane engine driving a fan you could. But in real terms can't really think of what other power source one would use? I see nothing wrong with a clockwork fan but never seen one.

Clearly the devices to restrict air flow a fan with a centrifugal break are not moving air but are just limiting the flow of air. These would not comply in UK.

In UK think it comes under Part F building regulations.
