Fire hazard in Storage Heater

We have recently bought a flat with E7 heating and I thought that I would just whip the covers off the heaters to clean all the crap out before having to put them on. Found this inside one of them - (transit packaging?). Must have been slowly cooking inside for about 20 years! :eek:

Are you sure that's packing material and not insulation board to protect front panel .Would check with manufactures before putting on .
 
Hi, i'm pretty sure. It looks like cardboard and was only in one of the three.

If it were me?? I would be doing some research into model / type and what that material is / was, just to be really sure before I switched them on again???
