First Fix plumbing after chipboard installed on loft conversion. Is this the normal?

My builder wants to install chipboards on the loft conversion to have a solid working platform before plumber first fix. My question is how the plumber will be able to run the pipe through the joist without removing the chipboard? Does not sound ideal for me as the plumber will need to bring pipe on top of the joist as they normally do. Unless I'm missing something. here you go a question for you
 
Plumbers are notorious for having the uncanny ability of being able to install pipes anywhere thats why they have axes, chisels and F***ing big hammer!!!!!

They are notorious for smashing things around and undone work done from others. What a lovely cartegory
 
I’m betting he’s loose laying them , plus most of the pipe work usually goes behind Stud Walls where the Fall of the Roof is ?

Depends what you are getting up there, most of the plumbing in attic conversions is behind the dwarf walls, ask the builder im sure he will explain things.
 
i have done these normally floor fitted then services are run around the edge and a small box wall is built. In a loft these always a cover wall as normally you have storage in the eves
