Floorboards over floorboards

I'm thinking of laying new hardwood flooring over existing old pine flooring in a living room, hallway and dining room, mainly to reduce drafts. In the winter I can feel cold air coming up through the cracks.

Below the existing floorboards are suspended joists and I'm guessing the bare ground, ventilation is afforded through various vents/air bricks to the outside, which is a fairly standard Victorian style.

I don't want to add underfloor insulation as it'll be major upheaval.

Will new floorboards on top of old floorboards create an issue? Before I moved in the entire area was carpeted for decades and the existing floorboards are in good condition.

Yes, you can lay floorboards over floorboards at 90° to the original ones. You just have to bear in mind that the more even and solid your to-be subfloor is, the better the finished result will be.
