Foul Water pipe strength

I live on the ground floor of 4 storey block of flats. When the waste water drain blocks I get backflush water from the flats above into my sink and appliances.
To solve this problem For fitted a non return valve in the waste water outlet. The Managing agent has said that if every flat does this the waste water pipe will burst.
I find it hard to believe that a waste water pipe cannot withstand a head of 12m water in the pipe. These are a mix of cast iorn and plastic. There might be pressure in the joints causing leakage but burst pipes?
 
The pipe will not burst, although leaks are certainly possible and if any parts are push-fit they may come apart.

Non return valves are not a solution, the cause of the blockages needs to be found and fixed.
 
The cause is quite simple people put too much fat down their sinks and fat builds up at right angle bends. The riser pipe is vertical and inside properties depends on installed pipework. I can see two right angle bends in the Garage area and suspect this is where the problem lies.

A NRV may not be a solution but it prevents back flush water entering my property. The joint are solvent welded. I agree the cause needs ot be identified but this is the 4th time the pipe has blocked in 5yrs. What should owners do just keep paying to clear up the mess or fit NRV's. I understand that NRV's are not a solution to FAT buildup but they do prevent a backflush in certain circumstances.
