Fridge /freezer gas collection

I've just had our old, upright freezer, collected by the council. I was surprised to see them cut the pipework and release the gas. I thought scrap dealers etc., were not allowed to collect them, because they had to have the gases recovered, by specialist equipment, before they could be scrapped?
 
Prohibited in UK and EU.

Also depending on the gas could be a waste of money for them.

Mmm, I thought so. I cannot really see the council collection guys taking it upon themselves to deliberately cut the pipes, the instruction must have come from higher up the chain..
