Frost line near a manhole, can I route mdpe right next to manhole?

self explanatory title. With a manhole I guess the ambient temperature inside is similar to outside, so the frost line means you cant put mdpe roughly 75cm from the manhole itself - is what I am thinking true and are there regs on this? just looking for advice before I speak to BCO today
