Garage conversion in a terraced house

Hello, I have a question that could not find the answer Googling. Is it possible to do a garage conversion in terraced house where one of the garage walls is shared with the neighbours house?

Someone down my road converted a garage to a habitable room. He told me that he was required to bring the party wall to current standards for soundproofing.

Going the other way, the fire regulations are quite stringent.
