Garage conversion - planning permission

Hi, the rules say no planning permission is needed for converting a garage into a room if it's internal. Is replacing the steel garage door with a window and brickwork deemed internal or external? The rules are a bit confusing as this visible change will be seen by external passers by?

If no pp is needed, then I should just convert (with building regs), as no use paying for PD as its undisputable?

Windows and doors are permitted development as long as you follow the permitted development criteria. 'Of similar style and appearance' for replacements is one of the criteria.

You don't pay anything for permitted development anyway.

Also there are planning rules and maybe conditions on the need to retain car parking spaces ie garages.

I've converted garages with no planning required as the work usually falls within Permitted Development Rights. The only things you need to check is if you are in an area of specific interest, listed etc and then finally if Permitted Development Rights have been removed for your house / area - this can happen when developers want to build and for certain reasons have to agree to sign away those rights to the subsequent homeowners in order to get permission for the development in the first place. You will certainly need building regs approval / sign off though.
