I want to build a garage on the side of my house to keep costs low and to avoid planning and building regs i understand it has to be less than 30 sq m floor space
Made from block or brick if within 1m of boundary
And detached.
All these I can work to with regards to being detached from house how far away does it need to be? Is 10mm classed as detached and meet the criteria.
I've also considered a prefab second hand garage as people are literally giving them away.. any help appreciated

Detached = "not joined" for building regs, so any dimension. For planning some authorities may try and additionally impose "not look like it's joined", and ask for an arbitrary dimension.

The key statement is “to avoid building regs” in the op

Sure you can avoid PP but not all areas have permitted development

Lower costs by building 10cm from an existing wall, that extra wall will eat up any planning costs...

Why don't you do it properly with planning? Much easier in the long run
Not if you don't need to no. It's not easier at all. How could the double garage below, be built more properly with PP and or B'regs?
