Garden door threshold

Hi,

I removed the garden door threshold (20mm mdf board, about 25cm wide and 190cm long) to see what's under it and here is what I found

I have a few questions.

Is that plastic thing a cavity closer?

The inner leaf of the house is built from blocks (aircrete), so why are there regular bricks here and not blocks?

Is it OK to put a layer of mortar over the cavity closer and bricks to get a flat surface? I would not go over the insulation (between the bricks and screed), just the bricks and closer.

It does look like a closer, why do you want to put mortar over it?

Bricks , blocks whatever fits .

Absolutely no expert here on this subject
but the blocks to me look like the same as outside and perhaps the same level as outside so not correctly isolated if doors built over
but fully a guess

Thanks. I want to lift the level of the threshold, so I thought mortar over the closer and bricks will give me a nice level surface to put the threshold board back on.
