Denso tape I guess, maybe gas engineers use something more specialised.
It’s used to protect pipes from rusting if it’s galv or from corrosion if copper - which I think is damaged by cement.

Thank you. Does seem to match Denso tape from a quick Google (hoping it was not some kind of asbestos wrap).

Used Denso tape a lot in days gone by. In Italian, denso means thick.
In the past, I have encountered IP electrical junction boxes in flower beds wrapped in denso. No idea if it is the correct product or not.

Looks like Prem50 "petrolatum" impregnated tape. Darker than denso which is putty coloured, otherwise similar afaik.
Lighter fuel or WD40 should clean it up.
For the first transatlantic cables they used gutta percha, a rubber polymer from trees. When they pulled them up decades later, the joints were still perfectly sealed. They used it for filling root canals in teeth too. Nothing to do with your gas pipe but, just in case you're .....
