germany - fuses or not

my company is making some point of sale units for keff
and the units are going to germany & have to have european plugs fitted.
Q: do we need to put a fuse in the unit as there is no fuse in the plug

the unit is only powering flourecent tubes

Have you tried asking the trade section of the German embassy for help on where you can find these things out?
