Go via PD?

My planning permission for a rear extension as I wanted it to be 4m deep and full width and 3.5m heigh wqas refused on the basis the depth, height as it was overdominant, sense of enclosure blah blah for the neighbours because of the scale of the extension.

What are my options just do an extension under PD which means 3m deep, 3m high and full width or will 45 degree rule apply as their living room window is withni 0.5m of the boundary so can i still go to the boundary? Do I need to get a certificate of lawfulness as I am planning to never sell the house?

Or do I have to leave space from the boundary and how much would be reasonable e.g. 1m so its no over dominant?
 
Does that mean the neighbour will be notified and can still object. If it was refused under planning and this requires prior approval surely it'll be refused again

A neighbour can "comment".

A planning application is assessed against planning policy. A prior approval application is assessed on neighbours comments and how valid they are. Different criteria.

The alternative is constrain the extension to PD dimensions, or resubmit the planning application and redesign to confirm with planning policy.

The planners comment was the wall along the boundary is basically what makes it overdominant so I assume I have to come in but by how much would he acceptable to pass 0.5m 1m ? Waiting for my architect who is on holiday
 
Is this one of those crappy architects who just let it roll along without him contacting the planners to see if it would be passed or not? Rather than picking up the phone and negotiating prior to the approval date?
 
There are ways to reduce the appearance of dominance by good design
