it depends where you do it.
you can not do it in a private car park, say local diy super store carpark, do it on the streets you could get done for littering
easiest way is deliver them yourself through letter boxes, pay some one else they will dump them and say its done.
average hit is 5 calls / 1000 leaflets

well you can if you are very quick, since it is a private car park, but people may complain and of course they have your phone number

glue them on, with your competitiors details on it.anyway i usually see em, flying off when i drive out of carpark.
