Hinge issues

Anyone know how to get the covers off these? It looks like they should slide up or down but they only go a couple of mm before meeting resistance.

Open 90 degrees and you will find a screw at the rear probably a hex head.

A drift and my lump hammer says otherwise Trying to get the sheared off bolts out of the hinge covers, now that's another matter
