Holes in the privet hedge

There are some holes in our privet hedge (quite large in places size of a bucket to football in other parts), where there used to be the other plants near it blocking the sun.
I have pulled out the plants last year, so sun light will not be blocked to the hedge anymore.
This year, the holes are still there. Wondering if it would be better to plant more new privet hedges where the holes are, so it could grow, and fill the hole.
Or would it be better to just leave it but put down some fertiliser to encourge growth from the exisiting hedge.
 
I had some gaps in a privet hedge and found that taking the larger straight branches immediately after they have been cut off and plunging them into the ground they had a reasonable chance of taking root. If they dont just push in another 2-3 branches the next year and then the gap will fill.
