Is it ok for hot /cold water to flow in to the branch of a tee. And then split both ways to feed a property?

If coming from vented cylinder, there could be issues. If cold at higher pressure then more problems
Keep it simple, fit blending valve
Not clear what you're asking. Is it hot water, or cold, or doing some mixing? Are both from a header tank, or both mains or one of each?
If it's just a case of supplying 2 places from the tee there shouldn't be any problem.
